I have been running a 5.5 gallon reef tank now for about 7 months and everything is going well my pipe organ coarl is espically doing well. However on my liverock i cant seem to grow anymore coarline algee

Have you kept the calcium levels up and do you already have some coraline established? I know that some people will say lighting but i have a 15w plant grow light on my fuge and that thing is completely covered in coraline while my tank with 285 wts of vho and 175w mh only has it growing on the lr. One other thing that i think helps is having the sump light on 24/7. So you might want to get the calcium up if it isn't and increase the time that the lights are on.
