Spiny puffer laying around - normal?

My brother just got a spiny puffer (from this site actually) and for the past day it has been laying on a rock most of the time. He has eaten some formula 1, but not a lot. When he was first put in the tank he swam around a lot. Is this behavior normal or should he be worried?

Pork Puffs will lie around. It's quite normal. If he always lies around, then i would be concerned. Make sure the puffer is at least eating once every couple of days. Give him a couple days. Post updates daily.
