Is there any formula for determining how many holes to put in the PVC to ensure proper performance? If you do not have enough holes does it put stress on the pump?

I don't know of any rule of thumb. The more holes you have, the less pressure there will be behind the water coming out of each hole. The nice this about PVC is that it's cheap and easy to cut/drill into. I made 3 spraybars for my reef before I found one I was happy with.

here's a little tip, I have a black background and I wanted a black spraybar, at lowes they have a tubing called sil-flex and comes in rolls or in straight pieces which is what I used, use this and barbed fittings since PVC fittings don't work on siloflex, the barbed fittings are dark grey, I made my spraybar about 2ft long with 1/4" drilled every 1-2" and is more than enough for 700GPH flow
