Stagnant Coral

I am a relatively novel reef tank hobbiest with a question regarding thoughts on why my corals are very slow to grow at most times.
I have had my reef set up for a about 2 years, running good filtration, a protein skimmer and compact florescent lights ( 4 - 96W bulbs X 2) in 155 gallon tank. I change my bulbs about every 8 months. I check, Nitrate, Nitrite, ammonia, PH and all are in very good condition. Salinity was previously at 1.022, I have recently raised it to 1.024 based on a recommendation from a aquarium shop. I recently started check Calcium and found that to be low around 340ppm.
The coral I keep are relatively simple, Leathers, Mushrooms, star & button polyps.
The problem is that the mushrooms & Leathers in particular generally don't fully open and have been very slow to propigate. The polyps also have not grown much recently.
I did have an unusual good spell about 5 months ago when my mushrooms opened up better than ever and just went crazy reproducing, but then without explaination went back to what i have described as typical. I can't explain either the good growth or the current stagnation.
Any help would be much appreciated.

What are the exact numbers of your temperature, ammonia, nitrite, and nitrate levels? What is your alkalinity? What is your normal range for pH? Have you tried to increase your calcium to 420 ppm now that you know it is low?
I know mushrooms and leathers do not grow well in low alkalinity and/or low pH. They won't die unless it is excessive, but when one of the two or both are low they will not open as fully nor reproduce very quickly if at all.
