Stalled Cycle??

72 g has been in cycle for 3 weeks...as of now
ammonia 0
Nitrites 5.0 +
Nitrate 10
ph 8.2
Nitrites and nitrates have not moved for 10 days...Is this the slower part of the cycle?
I have 60 lbs live rock and I feed the tank (no fish!)
twice a day

I'd cut down on the feeding but it sounds like the cycle is right on track. Actually since you've already had an ammonia spike, you may want to stop feeding altogether.
