I'm looking at my Red Linika star and 2 of the tips look like they are rotting away. I saw 1 little piece of one arm on the bottom and it was moving. is something wrong or it this how they procreate?

Can you post your parameters?
This is almost always acclimation shock (if less than a month) or starvation.
These require large mature reef tanks and are very very delicate with parameters. What is "perfect" for fish is often fatal for these stars.
