First, Can I put a starfish in a tank with crabs. Will the crabs have the starfish for a treat. Two, will the crab help with keeping my DSB free from algea?

there is always a chance that crabs will pick on starfish but at the same time there are some stars that eat crabs so it depends on which stars and crabs you want and what else is in the tank.
as far as algae on the sand bed what type of algae is it?
cyno= very little that will eat it usualy some types of sand dwelling snails. crabs and most starts dont touch it.
diatoms=snails are a better at dealing with it.

It is very important to know what type of starfish you are thinking about, and what type of crabs you are talking about.
Keep in mind that all seastars need mature tanks, hopefully at least 6 months old. IMO, your tank is too small for most of the reef safe stars, for example, which only feed on LR, are very delicate, and can not be spot fed. Most will starve to death in a tank of your size. Non reef safe stars like chocolate chips are tougher and can be spot fed, but may eat things like corals, snails, etc.
