Most starfish need mature tanks with lots of live rock. In a new tank they will starve. In a small tank, they will starve. Easiest starfish would be serpents and brittles, but they aren't going to take care of any algae or film. Sand sifting stars eat all of the beneficial creatures in your sandbed, and then they starve.
Once your tank is cycled and has a few months to mature and become stable, you shouldn't see the brown film anymore (diatoms). Until then, good old elbow grease should help keep your glass clean.

The best star I have ever had is an orange linka. I have a serpeant that I rarely see because it stays in the rocks. I have also had a blue linka but it died right after it was delivered. =(

I strongly discourage a Linckia, certainly in a new tank.
You do not want a sand sifter star, as most will starve in our tanks.
As your tank matures, the issues with algae will disappearr. But the sand sifter star EATS the beneficial creatures in your sand bed.
Please note seastars are some of the most delicate animals we put in our tank. They need a mature stable tank, and many will die of starvation in our systems.
