Starting my FOWLR tank over. Need suggestions! :)

Hi there everyone!
I am new to this forum, and am looking for some input on what guys I would be able to add to my tank.
I currently have a FOWLR 55g saltwater tank. It has a large dry rock wall, with sand. Here's a picture so you can see my set up.

The only inhabitants I have are two GSP's, Moray eel (gynothorax tile), and 2 Mexican Turbo Snails.
I plan on bringing the puffers back to my lfs this weekend, and want to start over fresh with Smeagol (my eel.)
What I was looking into was smaller fish, no more than 3" in length.
My eel is very solitary and keeps to himself in his cave. He has been kept with quite a few other fish, such as clown fish.
My salinity is currently at 0.25.
If anyone has any suggestions feel free to comment! Thank you.

Maybe some nice fish, but CHEAP. Like a school of damsels? That eel will tear everything to peices!

I would add some macro algaes like chaetomorphia best behind a partition or some other form of refugium.
Under the understanding the puffers and morey eel are returned, you could try a couple of FW mollies just to see if the tank can could support fish.
Smaller fish with the morey eel will probably just be a quick lunch for the eel.
If your not returning the eel then it would probably be best just to have an eel tank.
