I don't have my new Finnex 30g-M tank yet, but when i get it and its established, I think I want to get a Picotope for frags of various corals.
My question to you is what types of corals can you sustain under 3 watts per gallon?
I have heard of the following:
Zoos
Rics
Mushrooms
Frogspawn
Xenia
Colt
Kenya Tree
Anyone who has kept anything else under these conditions please tell me, and has anyone kept any good SPS or LPS in one of these Pictopes?

The 3 watts per gallon rule is outdated. It depends on what type of lighting you have and the depth of the tank moreso that wpg. SPS require a super high amount of PCs, a large wattage of T5's with good individual reflectors, or metal halides.
If the tank comes with the stock PC lighting, the corals you listed should be fine. Place the frogspawn away from other corals, in the top section of the tank.
Even given the correct lighting, SPS would be hard in a small tank, because the levels can change so fast it would require frequent monitoring.

yep i agree with paintballer768 about SPS, the lighting is too little and the water quality would change too often.
