scooter blenny Dead without LOTS of liverock i.e. 100lbs in this tank and a refugium too

some kind of wrasse very vague i.e. if you threw a thallosoma genus wrasse in here, it'd kill all the other fish you mentioned
a few anthias NEED TO BE FED ALOT, NEED LOTS OF LIVEROCK, keep only one in a 55, a shoal needs to be kept in a 125 or larger.

dwarf angel Dead without liverock to pick and graze for algae and may harass anthias in this size tank.

Back to the drawing board...
Try this... 75lbs of liverock with lots of caves and openings aquascaped in, HOB penguin with everything removed except a bag of carbon and a bag of rowaphos...If you have a sump, use it to do a refugium (basically a must for dragonets like scooter blennies&mandarins as well as anthias.) Some people that keep anthias have a brine shrimp hatchery attached to the tank and automatic feeders for slow sinking pellets&flakes. I wouldn't recommend a skimmer in this tank as it'll prevent the anthias from eating enough....
You may be able to get away with the following much easier:
yellow watchman with tiger pistol shrimp first
pair of occellaris clowns second
the flame tail blenny will be good third, there needs to be some algae present for them to do well
probably a better idea to do fairy wrasses (1male, 3 females) than anthias as they're easier to feed in most situations and deal with aggression better. fourth. keep them well fed though. automatic feeder would be a good idea for these guys, still do a refugium.
a dwarf angel (add a month after the less aggressive fish are settled in) fifth (or last fish) there needs to be some algae present for them to do well...
Remember without a very prolific, constant source of food... the scooter blenny and anthias will die quickly.. fairy wrasses aren't as bad though.

the skimmer is before the refugium so it won't mess with the pods
im looking at
1 male 1 female fairy wrasse or something
