Stock order?

In what order should I add the following fish to my aquarium?
-- Dwarf zebra lionfish
-- Snowflake moray eel
-- Red Diana hogfish
Last question is about puffers... I have read books that indicate that many puffers stay small and are relatively harmless. Other sources indicate that they are fin nippers. I am guessing it would not be good to keep a puffer with a lion, right?
