storm blew my t-5's help!!!

a powerful t-storm swept thru yesterday and left us with enough power to dimly light a regular light bulb and keep an alarm clock on. there wasn't enough power to run the fridge, t.v., tank, etc. long story short- my lights wont work and when i tried to turn them on i smelled that electrical burning smell.
it's a 4ft fixture with 4 bulbs and 4x2 led moonlights. it was a no name brand cheapie i bought of the internet so im sure the ballasts were crap. how much am i looking at to replace them? what do i need? what exactly should i be looking for? how hard is it? etc...

I don't know much about T5s...but a surge protector may save this from happening in the furture. I'm so sorry, I wish I could help. A fellow was telling me last night that a another guy just up the block from me lost power for 3 days...My tank would have been a goner if a power outage happened and lasted 3 days.
Try different online stores and see what a unit like yours would cost

Are you saying that you still had electricity coming to the house but only enough to light a lamp dimly, or was the power completely out and you were running things using something else... inverter/generator/etc?

Sounds to me like you had a brownout condition.
The utility is supposed to have protective devices on the grid that keep this from happening. You may try filing a claim with your utility. They may reimburse you for the lighting system. I had this exact thing happen to a power supply in one of my PCs, I filed a claim, they wrote me a check to replace it.
