Strange Behavoir

My scooter blennie is acting real strange. It just sits there, barely moving. The water parameters are good (see posts in fish discussion forum). What is going on? I do not see anything on him/her. Not sure what to do. Any help is appreciated.

First move was he is now in the qt tank. I will go test the water in there.
qt tank is 10 gal: alk - high end of normal
Nitrite: .2
Ph between 7.8 and 8.0
Ammonia - 0
salinity - 1.021
recent history - main tank has 2 tomato clowns, 2 false percula clowns, 2 domino damsels, 1 3-striped damsel, 1 sgt major damsel, 1 yellow tang, 1 bi-color angel, 2 scooter blennies (1 is in qt), 2 hermit crabs, 2 snails, 1 cleaner shrimp. Recent changes include putting a 10 lb piece of lr and re-arrange the other dead rocks/decorations. The rock was cured plus it sat in my qt tank for a week.
main tank:alk - high end of normal

Ammonia - 0.25
salinity - 1.021
main tank has fluval 404, prizm skimmer, 1 powerhead, 2 heaters.
What now?

The main tank cycled back in October. We bought the tank in September. I have had zero ammonia and zero nitrites for along time. I was assuming the live rock that I added caused the small spike. The qt tank is water from the main tank right before I moved the scooter, plus some dechlorinated tap water.
Yes, I am pretty new - September. I don't own as many books as I probably should, but I have been hanging out here daily reading and learning plus reading whatever I find on the internet.
As for aged and aerated water, I do not have that supply, other than my tap water right now.
Let's assume for a moment that the ammonia and nitrites are the problem - my blennie is reacting to it? Why isn't the other blennie or the yellow tang reacting? The other blennie is scooting around just fine.
