Could I use this instead of soaking food in garlic? It seems to provide the same idea. Have it from when I had a FW tank about a year ago. Doesn't say for use with FW or SW on it so I am assuming it could be used in both.

No. Stress coat is to be added to the water, only when needed. Garlic is a food supplement designed mostly to prevent ich.

Would it hurt to put some in my water now that my one clown has this film, which on some other boards some people are saying is brook?

You can use it, but it will not cure brooklynella.
