I have a 20g long with 65 watt 10k bulbs and 50/50 actinic coralife light both have dual bulbs, is this considered a strong bulb when looking to buy corals?

No
Its a power compact flourescent bulb, the least intense for reef keeping that you can get. You will be able to keep some soft corals, and maybe some LPS Placed high in the tank...maybe...

No not necessarily. Its important to know the species and not just rely on a small write up next to an online purchasing ad. Often there is a lot of incorrect information given in these small blurbs.

Wow, that is a lot of light for such a small tank.
As far as PC lighting goes, I have yet to find a softy or LPS that I could not keep (thriving) under PC. No SPS as mentioned above. All about placement in the tank.

I got a lot of sps... you are right though, and i just assumed the OP was keeping SPS. Softies can do fine under PC lights.
