Suggestions?

I have had cloudy water for over a couple of weeks hoping it would go away, I tried putting on a emporer 400 and didn't help , for filtration I have just a refugium and a couple of sponges. parameters are all good.
the tank has been up for 4 months, I did a water change a week ago and that didn't help, I have a protein skimmer but it doesn't work to well, no matter where I put it up or down it foams way to much and fills the cup in minutes and tried to tie it and didn't produce enough foam.
and suggestions welcome.

More information needed,
What size tank?
What brand and size protein skimmer?
The water became cloudy after you did a water change?

its a 75 gal with 30 gal refugium
protein skimmer is a peice, jebo, don't have money to buy a good one yet
water was cloudy before water change
use ro water
feed flakes and algae piece every other day, all is consumed
put romain lettuce in everyday soaked in garlic
I drip mrs. wages in fuge
I put some carbon in the overflow, didn't seem to help?
