I just bought and installed a cooling fan over top of my aquarium. It is a desk fan that can be improvised to hang off the back of your aquarium without any modifications. Its low voltage, designer black, can be battery operated and has foam blades! This thing is great for smaller aquariums. It lowers the temp in my too warm aquarium by 4-5 degrees. Oh and the best part....$10 at Wal-Mart!
