Do you have an auto top off unit??
You know about topping off fresh RO water to replace the water that evaporates??
How much cotton do you have in the sump and where? Usually a picture would help folks have a better understanding of what is going on in your sump. Post one up if you can.

You are going to have to trouble shoot a few things. The level in your sump will always go down as evaporation will show up there. Another reason for the water level of your sump to progressively get lower is if you have pre filters installed in your overflow lines. As they get clogged they reduce the speed in which water enters your sump.
Now as far as the level rising in your sump without you adding water in any manner it IMO can only be that your return pump is bogging down and then running at full GPH again or you have an intermittent obstruction in your return lines

i got the solution.....actually the T-connection from where the tank water passes, it got filled with air and no more space to pass the water.
once i remove the T-connection from upper side. the level became balance, now skimmer is working smoothly.
can you please advise which skimmer is good where i dont need to change the key of skimmer as per water level?
