Super Skimmer 65

Not sure if I am reading the instructions correctly or not.. But I am missing something somewhere... When using this skimmer in a sump, what is the correct setup as far as water depth.
I found somewhere that the pump should be 3 inches below the water line. Does that mean that the entire unit can be in deeper water and I can place the pump on a stand raising it up?
Im not 100% sure how this should be set up.

I have this skimmer as well. The pump does need to be approx 3 inches under water. It does not work as well if its any deeper than that. I built a seperate chamber in my sump just for my skimmer that keeps it at the perfect level. I hang the skimmer of the side and sit the pump on the bottom of the tank. Its a 15 gallon sump by the way.
