Surface scum is undisolved solids and proteins that get separated from the water column and float to the top. LIve rock and corals as wella s fish make a lot of it.......Agitation of it by a powerhead will break it up, so it gets picked up lower in the water column by the filter, or a simple water change or add a surface skimmer or preotein skimmer (not always easy or possible with a small tank, in which case surface agitation or water changes would be best bet. If its not removed it can interfere with gas/oxygen exchange.
