Surface skimming with the Aquapod 24 question

I have a question maybe someone might be able to help me with?
I have an Aquapod 24 and cant seem to get good surface skimming with it. I have the stock pump which seems to give me good water flow.
In the back I just have some rock rubble and one of the sponges (which I cut down a bit).
Should I install all the weir plates? Should the water lever in the first chamber be lower than the tank level?
For some reason I just cant get a grip on this one problem.
Any help from someone would be greatly appreciated!

I have the aquapod 12 and had the same problem. I did 2 things which seems to have helped.
1) I blocked off the middle "intake vent" to force more water over the top.
2) I replaced the stock pump with an Maxi-Jet that has a bit more flow.
Those 2 things together did make a difference. It's still not great, but it's decent. You have a bigger tank so I'm not sure what you'd replace your stock pump if you wanted to go that route, but I'm sure it's not hard to find out.
