Surface water agitation is needed to increase oxygen in the water, correct?
Can this be done by using a HOT Magnum?
I also read a post where someone said to put a airline in, just like they do in freshwater tanks – I thought that wasn’t needed in saltwater?

it's not needed and most don't use it.

yep, and prevent film on the top the water (that's what a skimmer will get rid of)....you're filter, skimmer and phs provided water movement. aim a ph so it's going towards teh top of the water... as long as the top of the water is moving...you should be good....

is this a fliter? if so, then it will help, yes.
At least that's what I think I know...

Surface water turbulance also helps to release the bad gasses present. CO2 primarily, this normally takes place in nature by waves. Hydrogen and Oxygen are naturally present in water, H2O.
On occassion the condition refered to as "popeye" can occur due to an oversaturation of Oxygen, yes it is possible to have too much O2 also.
