Swollen eye

I have had a porcupine puffer for about 6 months now and just noticed yesterday that his right eye is swollen with clear fluid about twice its normal size. Other thatn that he is acting normal. Ph, temp, etc all normal. Gets feed meal worms daily. Is this a concern? A disease? or just bumped it?
