T-5 Over-Lighting?

I didn't want to hijack the other thread, so here's my querry: I have an Odissea 6 bulb T-5 Fixture. It has 4 T-5, 53W, 12,000k bulbs and 2 Blue Actynic and moonlights. AND a 48" Coral Life Daylight folrescant. The first 3 months I had my anemones in-2 rock & 3 Haitian-they were doing great. In the last month, they have all climbed to the lowest point of the LR or the sand bed and climed to the tank ends where the fixtures don't overhand the tank. 1) Could the 4 T-5's be too much light for them? 2)Will running the blue actynic hurt or help them?
