Tang still has a problem after a month of hypo

I have had my yellow tang in a qt tank for a little longer than a month. this week i began to raise the salinity back to normal. today it is at 1.021 and i saw him scratch twice on a rock :( . what could i have done wrong? i did a ton of water changes to keep the water healthy. help please!

What did you use to measure salinity? Did you begin counting the 3 wks after all signs of ich were gone? What were the original symptoms? Do you see any ich now?

i use a hydrometer to test the salinity. The original symptoms were twitching and scratching. no i never have seen ich on him. i went to my lfs today and they persuaded me to use copper.

Was it a swing arm hydrometer, calibrated glass hydromter??? Swing arms are absolutely uselss for hypo. You may need to start over.
I strongly suggest getting a refractometer.

Do you have that Tang in a 15gal tank?
They need 75+ gallon tanks..
