Do you administer any additives, such as a PH buffer, calcium, stronium? Is the cloudy tank any particular color or just misty white?

I've got a powerhead (Aquaclear model 50) that has this attachable floss filters. They keep my water crystal clear. When the water gets cloudy (as you're descibing) I just clean or change the filter out.
Though I can't explain the cloudy water.

Could be a bacterial bloom. How often do you feed your fish? You said it was FO, do you have any LR?

About $25 for a PH (If you already have an Aquaclear PH it should work).
About $27 for a filter canister and a 12 pack of filter replacements.
Where to buy? SWF don't sell them. You'd have to search. Can't post links. "Powerhead Quick Filter" and "Aquaclear" may help you.
