Tank cycled but no nitrates??

I just finished cycling my first saltwater tank. The specs are: 90g, emperor 400 biowheel powerfilter, 15-20lbs LR, 4" sand bed which is approx 25% LS and 75% oolitic, cycled with raw shrimp.
Here's my question...the tank appears to be finished cycling but I'm getting a zero/minimal nitrate reading? I have one of those kits which supplies 2 nitrate tests, the all-liquid and the liquid/powder reagent. I was so suprised I did both tests...the first test came out 0 and the powder test came out 10ppm.
Here's the history: I setup the tank 13days ago. Last week I got an ammonia spike (shortly after adding 4 small cocktail shrimp). This week my ammonia dropped to 0 and my nitrites and nitrates spiked. 3 days ago my nitrites started dropping but my nitrates were still off the charts. Last night I got a 0 nitrite reading but I was too lazy to do any other tests. Tonight I got 0 ammonia, 0 nitrite, and 0-10 nitrates. My PH has been a constant 8.2 the whole time. I was expecting a PH drop and high nitrates at the end of the cycle?
Is this possible???
