tank cycled with uncured rock

I just finished cycling a tank with uncured rock. How long should I wait before I do a water change? Can I take the rock out and scrub it without disturbing the bio or should I wait until it is more established?

well if you have finished your cycle, you dont need to scrub the rock, if the rock is cured now, do a 20% water change and check your levels in a couple days, if they are still at 0 add a fish , if not the rock/tank isnt cycled and continue on your path of "elightenment" lol
might I suggest a cleanup crew at this time?
*** did you scrub the rock before you put it in your tank?

Yes I did a little scrubbing before I put it in the tank. However, it probably would not hurt to scrub it some more. I planned on adding a cleanup crew this weekend. Should I do the water change first?

You don't have to scrub the rock anymore, and yes, do a water change and re-check the parameters before you add a clean up crew.

Will I upset the bio if I take some of the rock out and move it around? I'm not sure if I like how I did my rockscape.

No problem .... just be careful to avoid a sandstorm.

What should Nitrates be? Less then 20 or should they be 0?

You definitely want to do a water change and then check your nitrates. Nitrates are toxic to inverts.
