Yes it's safe...most folks use rocks, but tank decor also gets good bacteria growing on it, and the tiny creatures do make a home in it if it has enough little spaces for them to hide.. I use a combo myself. I have Greek columns for tank decor, along with some branch rock in one corner of my seahorse tank. Just keep in mind that anything not alive in the tank collects algae, and it isn't going to look nice for long. I have learned that shape is everything, a sponge bob pineapple is going to look like a big blob in the tank.
I have a ships wheel in one of my tanks (not the one with the columns), and live rock around it.... when the algae covers it...it still looks like a ships wheel. My CUC eats much of the algae, but algae is algae and it's a part of keeping a fish tank.
