Tank Is Always Cloudy [Pix Included]

Hey Guys,
I have a 30g tank right now and i've had it for about 3 months now. Problem is that I can never keep the water clear or the red algae away. I used well water first but then did about 2 50% water changes and about 4 more 25% water changes over time now and filled it back up with steam distilled water. The water is always cloudy and my percula has been gettin ick too. I'm using PimaFix to help the ick to stop, but it just makes the water even more cloudy.
All my levels are fine and I have a pretty good cleaner crew so I don't know why the water is always cloudy. I have also cleaned the filter about 5 times before.
Lighting: Using All-Glass Twin-Tube Strip Light w/Power Glow and Marine Glow bulbs. (30watts each)
Cleaner Crew:
6 Astrea Snails
1 Mexican Turbo
1 Sally Light Foot Crab

how long does your light usually stay on ? does any type of sunlight hit your tank? What kind of circulation do you have light ,med,heavy flow? does the whole tank circulate or do you have dead spots?

I used to have it on 12hours but yeah realized that was way too much so now it's about 8 hours. It is not in any contact with sunlight.
Circulation is pretty good, the skimmer pumps +adds alot of water flow to the tank. I'd say the whole tank does circulate pretty well.

Not right now because I have PimaFix in the water right now to cure the ick that has been occuring.
I have done a lot of 20% water changes recently, probably 2 a week. Levels are always fine though, so I'm wondering why it is still so cloudy and why the red algae keeps coming back.

The red algea is cyanobacteria do a thread search and you should find plenty of threads about it what causes it and how to tame it.

Run some carbon through it. It will clear right up.
