generally i say a 75 is a perfect size for a beginner. under 50 is considered in the nano category and is gerenally reserved for experts, or people who know what they are doing. 55 is almost too small but works, and the 125+ range is a lot to handle all at once and can "wash people out " of the hobby by being demanding of time and money. basically the more total system water volume the more stable the levels will be.
as for the dwarf lion i would say it is not a beginner fish because they are poisonous and i dont recommend dangerous animals to noobs.

if money is of concern i wouldnt even bother with a skimmer until you are about 6 months established.
tanks, your best bet is to check local classfieds / craigslist for people moving or getting out of the hobby. if you want new, idk where you live but i guess call around or have stuff ordered on internet. do some price searching.

Id go 55 with oversized eqiupment, easy to light, you can stand in one spot and reach everything, when you upgrade youll have your oversized equipment (skimmer, sump, ect.)

Having started the hard way - two nano tanks - 10G and 20G and now running a 75G reef tank, I can tell you the 75G is much easier and is relatively easy to maintain.

I'm with noob... I like the 75. The 90 is good also. The reason why I don't like the 55 is that the 12" front-to-back makes stacking live rock difficult. The extra 6 or 12 inches is absolutely invaluable, and the extra water capacity helps too.
The 4' width of these tanks is also nice as it accomodates 48" VHO or T5 lighting systems with ease, or even halide if you want as there is only once center brace.
Of course, no Tang-age, but there's plenty of other stuff to do with them.

Definitely check your local craigslist. Great deals. You can often find a complete setup on there--lights and all, and sometimes including animals--for a few hundred bucks. Depending on your budget, that might sound like a quite a bit of cash...but trust me, it's cheap.

I'd say 55 or 75. I went with a 46 and Im happy though. Main thing is buy your stuff used from here, --, craigslist, paper, etc. You can find a setup for 1/3 cost or less. Also take everything slow. I waited several months before I added my first fish and I used fully cured live rock to start. Also use more lighting and skimming than necessary so you won't have to upgrade later.
