Buying used or new shouldn't matter as long as there are no leaks in the tank. Personally, I would like to find an used tank somewhere with hope that I can get a guarantee (or see it filled with water first) before buying it.
Equate this purchase to buying a new or used car. If a used car has holes and needs repair, would you buy it? If a used car is checked out by you (or a mechanic) and is fine and looks of good appearance, would you buy it?
Mostly it depends on what you want. A new tank/stand will look real nice. A used tank/stand can look nice too, depending on how worn it is.

Buying used is a good ides for several reasons.You can get a great package deal from someonw who wants to get out of the hobby You'll find that a tank is a minor expense in the whole setup I bought a 125 with lights,skimmer,2 pumps and live rock for
300 dollars.I figure about a third of new price and as a bonus I know the live rock is cycled.Check around you'll be shocked at how much this is going to cost and the more you get at once the lower the startup cost Of course,as buying anything,check it out carefully. Get the original receipts if you can and trade off what you don't use.

another thing you want to check on, especially if it is a reef system you desire, or may desire in the future,
ask them if they ever had any disease or parasites(ie ick), and if so what meds did they use
then check on the meds, if they had copper in them, nix that system, otherwise, fill it and see if it will hold water before you buy, if they want to sell the tank, they will fill it with fw, and show you that the pumps work and that there are no leaks, or if it is full, tell them not to tear it down til you get after there, even if you have to help, it is to your benefit to see it operate
