Some can easily be removed to locate the coral in your tank permanently without having to see the frag disc/plug. But typically, people just leave it attached to help securely place the coral in their rockwork.

yes you can cut them, but be careful you dont contaminate it or hurt the coral. theyre usually made out of cement (if theyre frag plugs) or live rock rubble.

They are called frag plugs or disks. Yes you can cut the corals off of it and mount the corals on your rocks. But if you don't want to cut it off you can just place the disk or plug where you like. If i put it on a rock i usually use super glue and expoxy to make it look better.
