OK, so I work in South Philly in a not so good neighborhood. I come out of work at 11 tonight to find a nice scrape on my on my car door. I get ticked off, but shrug it off (nothing I can do about it now). Then when I am driving down the highway I see a piece of paper on my windshield and think someone just put a flyer on it. Once I get home, I take a look at the piece of paper and it is the person that damaged my car with a note explaining what happened and her email address to get insurance info. Now, how many people have done the same thing and just gone on their merry way?
Edit: I forgot to mention that damage was done by the other person's car door. How many times has your car door hit someone else's and you have gone on your merry way?

When I was 17 i was driving in my first car being careless on a snow day from school. I went around a corner fast, hit the e-brake to slide around the corner and plowed into a parked car, I left a note with my info on it inside a ziplock baggie ( it was still snowing at the time ) under their wiper.
2 years ago, someone hit my parked car in saratoga, called the police and made an incident report. the police found out where I worked and called me at work and asked for me to come down to the car. I refused and drove with wide eyes all the way home. My license was suspended and the car had an expired inspection. I would have surely gone to jail had I gone down there to the car. I sent my wife to get the incidnt report to make a claim and the police didnt want to hand it off to her. They told her to have me get it. In the end, the damage was nothing compared to the rest of the dings and dents and rust on my POS so it didnt matter.
Point being, it happens more often than you think.

I remember hearing a story years ago about someone coming out from work to find their car damaged with a note on the windshield. The note said "Sorry I hit your car. There are a lot of people standing here watching me write this thinking I am leaving you my information. Sorry but I have no insurance and can't afford to fix your car".
My uncle used to deliver bottled water. He backed his big truck into a car that had pulled in right on his back bumper so he couldn't see it. While he was arguing with the guy who parked the car a woman comes over and put like a 3 year old kid in the car and starts screaming her baby is hurt. Luckily once the cop showed up someone came over and told the cop she saw it happen. The unc didn't even end up having to pay for the car he backed into because the driver got all nervous and said it was no big thing once the cop started talking about possible arrests. The woman who came forward got free bottled water for a long time after that :)
