think my porc puffer has ich

He has two small white dots on the top of him this possibly is the start of ick. We got him from ***** two weeks ago, he was not quarantined. (i've been looking everywhere for a quarantine tank and haven't found one yet. i know, i know.)
I have a large yellow tang and three damsels and after we put the puffer in there were no fights everyone got along and he took frozen brine shrimp immediately and has been eating very well. Tuesday the 22nd we bought a maroon clown fish who has not eaten since we got her and also was not quarantined. (i know.)
The puffer has ignored her but sometimes the tang swims too close and tries to horn her, I've only see it do this once though and since then they seem to be passive.
I am preparing to take back the clownfish if she continues to refuse to eat or if she is harassed again by the tang.
My water levels are: sg 1.023, pH 8.0 trites 0 ammonia 0 temperature 80.
I know the pH is a little low what can i do to raise it other than water changes? (i'll be doing a partial water change this afternoon)
I am currently running a magnum 350 sump filter, biowheel, and undergravel and will be getting my ultraviolet filter up ASAP. I have DSB, live rock. Tank has been established for 2 months please help.

a few minutes ago when i was observing the tank the tang rammed into the puffer fish with his beak twice, so i think this may be where the stress could be coming from. I am going to pick up some more frozen food today for feeding and add liquid garlic to it and make sure each fish gets enough so its not a bully issue of one fish getting more than another fish. Still need some advice though please post

I can tell you one thing....you are adding too many fish to a new fish tank !! I can't understate that.
What size tank do you have? Also, why are you running a ugf filter?? You can't have a DSB with an underfilter....give some info about how you set up your tank, and what size it is.

my sig says my tanks size its a 75gal, its under gravel and not DSB. dont know why i put DSB. I went to the lfs today they gave me a good formula food that the owner mixed up himself that has garlic in it, squid, cows heart all sorts of good things. i'm just going to go with that and don't worry the clown is the last fish. the new food is also going to help prevent fights between my fish because of how it diffuses so i think from now on i will just ask the knowledgable people at the LFS when it comes to disease treatment since i put everything Beth asked for and only got two more questions for a response.

If the tang is being aggressive, that is not likely to stop. And the swords from a tang can be deadly.
