Best thing to do, is to do a lot of research...these boards are great for that!!
Research the fish you want to get an idea of the size of the tank you ill need. Then you should pick out the biggest tank you can afford, with the biggest sump you can afford. Then all the equipment...again, the best you can afford. it's not worth going cheap in this hobby!! You will end up spending more money in the long run if you go cheap.

Yes, do some reading before buying anything. This is a good place to start:

I would not buy a starter kit without knowing what equipment you need. Many kits have cheap or inadequate equipment.
The first thing you want to decide is what you want to keep in the tank. Only fish? Fish and corals? What fish do I want? What size tank do those fish need?
Once you have an idea of what you want to do and what you want to buy, check classified ad sites (like that list that Craig has) for used aquariums and equipment. People are constantly trying to get rid of aquariums. You can save a lot of money that way. Just be careful with used aquariums. Before buying one, make sure it doesn't leak. Also, if you want to put live rock or inverts (corals, anemones, shrimp, snails, etc) in it, find out if any copper based or ick medications have been used in it. Copper can leach into the seals and will kill inverts. A good indicator that a tank has had copper in it is a blueish color in the silicon.

I didn't read your post carefully enough, lol. I see you want to start with fish only then later add corals. This is ok to do, but you should set up your tank so that it can support corals later on. My suggestion would be to setup a Fish Only With Live Rock (FOWLR) tank. When you are ready to add corals you just upgrade the lighting and add the proper additives to your water to support coral.
