Thousands and thousands 'o teensy-tiny bubbles?

So, I set up my 90g BF Oceanic Reef ready with water from my 75 gal AG hang on overflow system. The 90g has a Durso drain directly into the sump (white flex tubing). The drain is on the right side directly next to my Octopus Skimmer (currently offline), and the return drain from my UV.
The return Mag7 on the left side of the sump is next to the pump for the UV inlet and my heater. The return line is clear 3/4 tubing up the bulkhead into a split "Y" flex ball joint tubing both focused just under the surface of the water by about an inch.
Both of the returns through the Y are spitting what looks like a "fine mist" of bubbles, they are not constant but intermittent (every few seconds).
The return line on the right side is under the water line, I put a "mesh sock" over it to prevent any additional agitation that it might be creating.
I have rinsed off the sponge on the intake of the Mag 7.
I did add some Melafix about 6 days ago, but that stopped foaming after 48 hours so I dont think that is the issue...or...is it that simple.
I do have a small HOB CPR Refugium (inconsequential I believe).
1. this is my first reef ready system
2. I had never used Melafix (?)
3. can I turn on my Protein Skimmer?
THOUGHTS?
