Update on my Odd True Perc

Well, I now notice something different from him. He is becoming picky with his selection of food. I mainly feed him flakes(I am changing his diet soon though). He used to pick the flakes off the top and now he can barely do that, he hasn't been floating on his side much, but he looks very weak and he swims very sluggishly, his back fin hardly even moves, just his two arms as I call them. Also he always has his mouth open?
He has acted like this for close to a week now and I feel he is nearing death. I have 2 yellow tails and about 15 hermits and they do just fine. My parameters are good too.
Any new info guys

My water parmeters are as follows:
Ammonia-0
Nitirites-0
Nitrates-(very little if not 0)
PH-8.3
I do not know parameters for calcium and phosphate.
I think he is nearing death, because this morning he did not eat, and he is getting lower and lower in the tank, as far as his swimming habits. He usually swims near the top.

Well Terry bad news,
My perc died this morning, but he has inspired me to get a quarintine tank very soon.
