i grabbed a 24" from a fellow reefer but he says the fan is sporatic.
can i just use a regular, yet small, computer fan?

Sure. As long as the current draw of the new fan does not exceed the old (current draw is almost always marked on the unit), and the voltage matches, you will be fine.
