uv sterilizer flow rate vs. tank size

I have read the threads on UV's on this site and they have been very animated to say the least. I have noted that some sterilizers are rated by tank size and articles I have read suggest pump flow rate. If my understanding is correct, in order to render 'bad' organisms (parasites, bacteria, etc.) innert you need a flow rate around 75 gal. per hour. I have read that algae is controlled at a much higher rate of around 200 gal. per hour. My questions are these: 1) which method of rating uv sterilization is correct, 2) I have a pump that has a stated flow rate of 277 per gal., how to I adjust the flow rate down to get the bad guys without impacting the flow rate of the pump by increasing back pressure (via return)? I appreciate your help and I know that this appears to be a topic that stirs the blood of some hobbyists and your words of wisdom will be appreciated! BTW, I have a 150 gal. tank w/ Ehiem 2028 filter (no room for sump).
