do they kill all algae? also, does it prevent me from cleaning the glass every day? i hate doing that. in other words, does it kill all the algae that grow on the glass?

Well, I wouldn't count on that no. Assuming it is properly set up (which means a young bulb and the right contact time - which is very slow actually) it will kill free floating algal cells (aka "green water"). It might help, but I doubt it...I think the solution lies in something else.

i had algae on my glass every day. I know I am an over feeder as well. but I just added a phosphate reactor. Now I only clean once a week or so.

if you are having problems with algae growing on the glass flow might be your problem, try aiming your powerheads differently, i used to have algae growing on my glass daily and now i clean it every 4 or 5 days if that.

I bought a nextreef MR1 and a maxijet 1200 to power it. I love it, but there are cheaper ones as well. I would buy bulk GFO from Bulk Reef Supply. Cheaper than Phosban and works great.
By the way, you want the GFO barely moving not tumbling or it will go back into your tank. I installed a ball valve on the intake hose and the GFO just barely bubbles. It took about a week before it really kicked in but now my glass is always clean even when I leave the lights on all day.... just a swipe or two over the weekend.
ALSO - DO NOT Fill it up. Your corals are used to the high phosphate levels you have and reducing it too quickly will probably kill them. I started with 1/4 full for a week or so, added another 1/4, for a week or so and then finally another 1/4. Keep in mind my system is close to 600 gallons so you may need less than that.
NOW, those things said, I am also a notorious over-feeder which is probably why I had high phosphate in the first place. and I am sure someone will chime in and say find out the cause of your high phosphates and fix it.
THEY ARE RIGHT TOO. Fix the problem. Good luck.
