IMO, UV is vastly over-rated; except as an algae reducer (primarily in ponds). It won't hurt anything; but won't cure any parasite infestation either. They also require a lot of maintenance.
The tangs behavior suggests a parasite like ich or velvet. I'd post this in the disease section, along with a lot more specifics on the tang. How long you've had him, tankmates, any white spots, etc.
