Valentini Breathing Fast...Help!

Like the title says my 2'' Valentini puffer started breathing really fast all of a sudden. I woke up and he was fine. I went downstairs and came up half an hour later and he was in a corner against the glass breathing very fast. I just did a 20% water change but the water wasn't bad to begin with, thats all I could think of doing. Help Please!
Ammonia: 0
Nitrites: 0
Nitrates: under 5
temp: 80
65 gallon tank. Hes in with a 2'' dwarf zebra lionfish that has fin rot (I'm moving him to the QT today) and a blue devil damsel. Had the puffer for 2 weeks, hes been great up to this point. Maybe he contracted fin rot...Maybe he got stung by the lion?...(I didn't see any redness or soar or anything but who knows)
Please Help.
