Probably.... I added a valentini a few weeks ago and my pep shimp now stays hidden under a rock. I'm thinking about getting rid of the puffer. I also had to remove a large mexican turbo snail cuz the puffer kept picking at it.

I hove both in my tank. The puffer has been in for about a month, and the shrimp has only been in there for a few days. The puffer has "looked" at him, but yet to peck. The shrimp does spend a lot of time in the back of the tank behind a rock, but not in a necessarily "secure" spot.
He also leaves my two mexican turbos alone.
I have heard it is hit or miss with the valentinis. Some have had success, while other have had an expensive "snack" for their puffers.

I saw something interseting yesterday. My valentini has been spending more and more time around my cleaner shrimp. I thought he was getting hungry, and that my shrimp was soon going to be a snack.
Well, last night Right after the lights went out, I noticed the puffer going towards the shrimp- I thought uh-oh here it goes. When puffer got next to the shrim, he rolled to his side and the shrimp was "cleaning" the puffers belly. It looked jus tlike a dog asking for his belly to be scratched. I have noticed this a couple of times again today- maybe they will be buddies instead of "lunch"
