I don't quite get what your asking but to go from tubeing to pvc you need barb fittings. They are usually gray in color and will have a threaded end that will fit pvc threads. The other end is barbed for tubeing to be placed. If they are not in the pvc isle look in sprinkler section.

Usually the method used to attach PVC pipe (tube) to air line (hose) is with the use of a hose barb. A hose barb is sized by NPT (tapered pipe threads) with the opposite end being sized to the inside diameter of the hose your wanting to attach....Depending on size needed, it coul dbe loose in boxes or in poly bags at most any big box store in the plumbing department. They come in PVC and nylon.

HArd to say without knowing what exactly you have......but.....Suppose your using 1" PVC pipe. You have the plumbing ended with a plain end of PVC tube setting there. that you want to adapt to a hose. Lets just say the hose is 1" also. What you need is a 1" hose barb fitting.......NOw what kind of hose barb do you need? If you install a 1" female adapter (1" female pipe threads x 1" socket ) on the end then the hose bard you need would be a 1" hose x 1" male pipe thread .
You can also get reducing sized female adapters as well as reducing / increased sized hose barbs, so its possible to have 1" mpt with a 1/2" hose as well.
What size PVC is going to be used and what size hose will be used?

Along with it not moving tooooo fast, you dont want it moving too slow either, because you will start to kill benificial bacteria. Also you have to have the right wattage bulb for your tank also matched with rate of flow.......
