Is there a general rule to water changes?

it depends on amount of livestock.
however, most people do about a 10% change every week with RO water.

I do 10% every 2 weeks. Which is 5 gallons for me.

General rule? well yeah and no, it depends on what your system is doing, how your system is setup, and your maintanence routien. Baically about 10-20% weekly or bi-weekly. Personally I have a about a 150 total gallon system and do 25-30 gallons bi-weekly.
Just pay attention to your system and act accodingly.
