Water changing

I have been checking my water for the important stuff for almost 2 wks now since i put a few damsels in. I have noticed that the nitrites and nitrates do not move from 00. This good right? But the amonia has shot up to 1.0 and probably a little higher today. Is this what killed my little fish? Also when my amonia finally drops back to 00 does this mean the cycle is complete?

After the ammonia spike, you'll have a nitrite spike, after that the nitrates will start to rise. When the ammonia and nitrite are completely gone, and nitrates are rising, the cycle is done. some tanks take two months to cycle. Be patient, it'll happen.
