Water pump losing power?

Do pumps lose power over time (by power i mean gph pushed) over their lifespan?
Reason why I ask is because the level of water in the overflow has gone down.... so my theory is that the water coming from the pump is less then before and since the tube that goes to the wet/dry is constant the level of water in the overflow goes down...
any input would be appreciated!!

they need to be cleaned once and a while they build up with crud calcium and what not. I run mine in a bucket of vinegar for a half a day or so to clean them

Agreed on the cleaning... make sure the intake is also free from algae or other obstructions. Check any screens on the pump's intake and make sure the return line is also clean. No, they do not normally lose power over time (from what I've seen).
