2. I think my tap water is horrible... maybe even to bad to run through a RO/DI if thats possible..> its very high in something...
all i know is it will leave a redish ring around the water line in the toilets... any idea what the heck this is???

Shnabbles,
Our water does the same thing, red rings around the toilet and that is why I am going to use RO/DI Polished water from work rather than set up my own RO unit at home... I think it is either from my water softener salt or my hotwater heater, anyway it is going to be bad news to use in my tank. IMO tap water is very bad as you have no control over what is in the water and pristine water is the key to home reefs that are not overcome by "Benificial " Plant growth BB_BS... again IMO

An RO/DI unit will filter out your water no matter how bad it is. What will happen is that you will exhaust your filters faster if your water is really bad. You may want to find out if your LFS sells it, or sometimes a grocery store will sell it. With either of these sorces it will need to be tested with a TDS meter to see if the filters are fresh.
You can also use distilled water- but sometimes this can also contain impurities.
I like having my own unit for a couple of reasons, I know that the water coming out of my unit is pure, and it is just convienent to have it in your own home.

The ring you are talking about in your toilet is a form of mildew. The cure - CHLORINE BLEACH , aka regular cleaning, this also works for showers and bathtubs.:hilarious :D

Iron and maybe magnesium = rust.
Buy a RO/DI filter. Or at least buy the water from that source. Your water is NOT good for an aqurium.
